Halifax, Nova Scotia — November 6, 2025
Greenspring Bioinnovation Hub today commended the Government of Canada for adopting a suite of measures the organization has long advocated to accelerate Nova Scotia’s emerging bioeconomy and broader renewable, low‑carbon resource economy.
“Over the past year, we asked Ottawa for practical tools that unlock projects here at home: clearer investment tax credits for waste‑biomass heat and power, targeted improvements to the Clean Fuel Regulations, a time‑limited production incentive for low‑carbon liquid fuels, and stronger support for innovation. By and large, the federal budget delivered,” said Royden Trainor, Executive Director, Greenspring Bioinnovation Hub. “We want to thank our Nova Scotia MPs for advancing this matter. This means more investable projects, more value from our forestry residues, and more made‑in‑Nova‑Scotia solutions.”
The budget confirms key progress on clean-economy investment tax credits that make waste-biomass heat and co-generation projects more financially viable. It also introduces targeted updates to the Clean Fuel Regulations and a time-limited biofuels production incentive –both of which strengthen the business case for renewable diesel and biodiesel. In addition, enhancements to the federal Scientific Research and Experimental Development (SR&ED) program will help de-risk research and pilot projects located at or near mills, encouraging further innovation in low-carbon bioproducts.
“These are pragmatic, bankable signals,” Trainor added. “Nova Scotia has multiple exciting projects in development—from institutional bioheat and community‑scale CHP to low‑carbon liquid fuels and logistics. With clearer federal policy, those projects are better positioned to reach final investment decision, create durable rural jobs, and keep more energy dollars circulating in‑province.”
Greenspring Bioinnovation Hub emphasized the importance of aligning federal tools with provincial programs and utility planning so that mills, institutions, municipalities, and coastal industries can move quickly.
